This image replaced the old FEMA seal in late Summer 2003. FEMA is considered a public-facing agency of the Department of Homeland Security, and as such, must always have the FEMA name next to the DHS logo.

This image was made by User:Ysangkok based on the DHS logo. I traced the text by hand.
