I apologize for writing this request in English; I can't read/write in Chinese. I edit on an open proxy/TOR connection. I was editing this Wikipedia when my connection dropped and I was assigned a new IP address (96.44.159.82) which is blocked on this Wiki.

  · I need the "IP-block exempt" (维基百科:IP封禁例外) user right to edit this Wiki; I already have the IP-block exempt user right on the English Wikipedia and the global IP-block exempt user right on meta-wiki (Special:中央认证/Seppi333) because I edit through an open proxy.
  · If possible, I'd also like to get the "confirmed" user right (Wikipedia:用户权限级别#确认用户) on this Wiki since I need to edit Template:Infobox drug, which is semi-protected.

I would request these user rights at 维基百科:权限申请, but the only page that I can edit right now is my talk page. Seppi333 (Insert 2¢) 2018年6月10日 (日) 03:50 (UTC)
